Make service suspended / active log messages level configurable

They can easily be monitored through the status.xml file as well as using the tray app. Having them in the log file by default (currently they're level INFO) clutters it up like crazy.

With recent commits it is now possible to enable printing of performance readings by simply changing the LogLevelMonitoring option in the config file.
