Consider storing transfer package information in the spooling directory
The way the queuing / spooling is currently implemented, the service will discard an unfinished transfer if the target location is unreachable when the service is starting up for the next time. This rather drastic behavior could (should) be relaxed by leaving the transfer directory alone (on the local storage) and rather send a notification to the admins to check what's going on.
