Dependencies update

The actual version of snakemake - version 6.10.0 - throws an error if the tabulate version is not version 0.8.0.

Instead of downgrading the python package tabulate, upgrade snakemake to version 7.24.0 , jinja2 to version 3.0 and add snakemake-minimal version 7.24.0.
