Send a system health report on startup.

On service startup various conditions are checked. If a given period has passed, send a summary of those conditions to the admin email address (or maybe even a separate one?):

• disk space free / used
• grace location folder sizes
• user profile sizes (see below for details)
• known error report files for various vendors?
• other conditions?
