"AutoTx/XmlWrapper/ServiceStatus.cs" did not exist on "ae9b9a27a315c2d2e5790ebd25721a0078f96d37"

Change config.yaml, prepare.smk, genome_process.sh and filter_anno_gtf.sh to use local files.
Add new annotation test files for chr19.
Change .md5 to these new outputs.
