added center display and center-fixing upon translation for scene

In python, the boolean scene flag 'show_center' allows toggling display
of a center-of-rotation cross (default False). Another boolean scene
flag, 'fix_center', will keep the center of rotation fixed upon
input-device induced translation (i.e. SHIFT-LMB); default True.
