generalize SCWRLRotamerConstructor 

The problem is that the SCWRLRotamerConstructor is built around
the SCWRL4 energy function. The idea is to define the RotamerConstructor
as an abstract interface. The SCWRLRotamerConstructor defines that
interface and potentially more xyzRotamerConstructors can follow.
