The method checks folders in the grace location for their age (parsing
the folder name timestamp) and generates a report for those older than
the given GracePeriod.

If a directory in C:\Users\ has a matching one in the target location,
make sure the corresponding one exists in the incoming directory.

Check on startup if they exist, try to create them otherwise. Remove the
corresponding section from the installer script.

is not necessary as they are static anyway and won't change after the
configuration has been parsed and verified.
